Module 1 Diagnosis: Problem Analysis
Learn how to analyse a problem to understand the root cause that the programme seeks to address.

Module 2 Design: Building the Theory of Change
Discover the basics of programme planning, and design and learn how to develop a Theory of Change for a programme.

Module 3 Planning and Design: Design Tools and M&E Framework
Discover how the Theory of Change relates to a LogFrame.

Module 4 Planning and Design: Operational Planning
Apply programme planning and design tools to develop an operational and resourcing plan for a programme.

Module 5 Implementation: Managing Programme Teams and Basic Finances
Learn how to manage diverse teams and track programme finances.

Module 6 Implementation: Implementing Adaptive Monitoring Systems
Learn how to implement monitoring systems and how to use them for learning and adaptive management.

Module 7 Programme Outcome: Evaluation and Economic Efficiency
Discover different forms of evaluation processes, including methods to conduct evaluations of economic efficiency for a programme.

Module 8 Managing Stakeholders for Programme Success
Apply stakeholder management practices to promote organisational learning and promote achievement of programme objectives.

CONVENOR

Sarah Chapman

Associate Professor in Programme Evaluation, School of Management Studies; Director, Institute for Monitoring and Evaluations, UCT

Sarah Chapman is an associate professor specialising in programme evaluation at the University of Cape Town, the director of the Institute for Monitoring and Evaluation (IME), and the course convenor on UCT’s master’s and doctorates specialising in programme evaluation. Her areas of expertise include evaluation theory, evaluation design, statistical techniques for the analysis of evaluation data, and monitoring framework development. An experienced field evaluator and team leader, Chapman has led the evaluations of complex multisectoral programmes in over 10 African countries.

Professor Ian Goldman

Advisor on Evaluation and Evidence Systems, CLEAR Anglophone Africa; Adjunct Professor at the Nelson Mandela School of Public Governance, UCT

Prof Goldman has worked for 42 years in 20 countries on rural development, decentralisation, sustainable livelihoods, community-driven development, monitoring and evaluation (M&E), and evidence-based policy-making and implementation. He was the head of evaluation and research and later the Deputy Director-General in South Africa’s Department of Planning, Monitoring and Evaluation. Prof Goldman is a commissioner of 3ie, founder of the Twende Mbele African M&E Partnership, and a board member of the South African M&E Association. He joined CLEAR Anglophone Africa in 2018, where he leads research on the use of evidence by African governments, and training in M&E internationally. He is also a visiting professor at the University of Reading in the UK, and an honorary research fellow at South Africa’s Human Sciences Research Council.
